3250装刷机出现的问题

大家好，我现在想刷V4.60版的3250软件，但是按操作安装phoenix软件时候出现了
installation cannot continue without adongle
insert Nokia dongle and click retry to re-detect the dongle or click Cancel to exit the in stallation
这样的框框，好象是没有安装到软件狗的样子，要求重试或取消，大家知道怎么办吗？？

没用凤凰刷过，直接在诺基亚官网刷好了
